Grease and prepare 9&quot; cake pan.  Preheat oven 350F.<br \/>2. In bowl of a stand mixer fitted with paddle attachment, cream butter and sugars until light and fluffy. <br \/>3. Add eggs one at a time, and vanilla extract.  Continue to mix until creamy.<br \/>4. Add flour, baking powder and salt.  Mix until combined. <br \/>5. Add chopped candies, and mix briefly.  <br \/>6. Spoon batter into cake pan, and press down firmly.  <br \/>7. Bake for 25-35 minutes, or until the edges are golden brown. <br \/>8. Allow to cool before decorating. <br \/>9. Swirl white chocolate on top of the cookie.  <br \/>10. Apply a small dab of white chocolate onto the back of the mini chocolate bars, and attach to the outside of the cookie, creating a border around the outside. <br \/>11. Slice and serve as you would a cake.
